necessitating an addition to the engine shops for which $15,000 is included under Head of Charge VIII Stations and Buildings (d) Workshops.

C. and W. Rolling Stock. This includes cost of eight coaches now in course of erection (indent No. 25 of 9th. February, 1911,) for which provision was made in Railway Capital Expenditure 1911, which provision however lapsed on 31st. December owing to non-delivery of the underframes.

Manager's House. In the terms of appointment
of the Manager of the Railway set out in paragraph 2 of Sir F. D. Lugard's Despatch No. 218 of 6th. June, 1911, it was laid down that he should be granted no house or other allowance. Ir. Winslow subsequently in a letter dated 2nd. August, 1911, represented that he found it impossible to obtain any place to live in under $135 a month and that it was quite likely he might find it necessary to pay even as much as $175 for suitable quarters; that when he accepted the appointment he had no idea that he would be called up- -on to pay such an exorbitant rental and that he feared that un- -less some allowance was made to him to meet this expense he would find himself financially much worse off than he had been in Shanghai. In forwarding this letter in his Despatch No. 297 of 30th. August, 1911, Sir F. D. Lugard therefore recommended an allowance at the rate of 875 a month, payment of which was approved in your Despatch No. 282 of 30th. September pending the construction of quarters at Kowloon. In paragraph 8 of his Des- 19707 -patch No. 390 of 16th. of last November Sir F. D. Lugard informed
you that he had provided $20,000 for the purpose and I may add that this provision was mede on the supposition that a suitable site could be found on Crown land. On 1st. December kr. Winslow
and Mr. H. P. Tooker, Second Assistant Director of Public Works, were instructed to inspect the sites available and to make a joint recommendation. On 15th. December they reported that there were only three worthy of serious consideration namely (1) Observatory Hill, (2) a site immediately north of Kowloon Inland Lot 1132, both on Crown land and (3) a portion of Garden Lot 31
